On the comprehensive removal of restrictions on talent settlement
Supplementary comments on further liberalizing the settlement policy
For the in-depth implementation of the “Opinions of the Central Committee of the Communist Party of China on Supporting Deepening Reform and Innovation in the Northeast Region and Promoting High-Quality Development”, “Opinions of the General Office of the Central Committee of the Communist Party of China on the Reform of the Institutional Mechanism and Mechanism for Promoting Social Mobility of Labor and Talents,” The Notice on Promoting the Plan for Settlement of 100 Million Non-Hukou Population in the City (Guobanfa [2016] No. 72) spirit, further deepening the talent strategy, improving the population structure, promoting the high-quality development of Shenyang and the revitalization of the new era. The supplementary comments on the city’s liberalization and settlement policy are as follows:
1. Students and graduates from technical schools, vocational colleges and above (including previous sessions) can settle in our city;
2. Those who have obtained the nationally recognized junior vocational qualification certificate and skill level certificate can settle in our city;
3. The employees who signed the Labor Contract with the employer in accordance with the law in Shenyang can settle in our city;
4. Flexible employees who pay employee medical insurance or endowment insurance in our city can settle in our city;
V. Operators (including individual industrial and commercial households) who have obtained a Business License in Shenyang Investment Ventures may settle in our city;
6. Those who have purchased a house in Shenyang and obtained the legal house formalities (including ordinary residences, commercial outlets, apartments, office, etc.) can settle down in our city;
7. Any resident who has a household registration in our city can be settled in our city by his parents, spouse, and children.
The Municipal Public Security Bureau is responsible for the interpretation of this opinion, and it will be implemented as of the date of issuance.
The Municipal Public Security Bureau took the lead in organizing relevant functional departments to issue implementation rules and implement them. If the original city settlement policy is inconsistent with this opinion, this opinion shall prevail.
