COVID-19 virus asymptomatic infection management regulations
Article 1 In order to strengthen the discovery, reporting and management of COVID-19 virus asymptomatic infections, this specification was formulated in accordance with the Law of the People ’s Republic of China on the Prevention and Control of Infectious Diseases and the Law of the People ’s Republic of China on Frontier Health and Quarantine.
Article 2 Asymptomatic infection of COVID-19 virus (hereinafter referred to as asymptomatic infection) refers to no relevant clinical manifestations, such as fever, cough, sore throat and other symptoms and signs that can be self-perceived or clinically identifiable, but the respiratory tract and other specimens Those who tested positive for COVID-19 virus etiology. There are two cases of asymptomatic infections: first, after 14 days of isolation medical observation, there are no symptoms and signs that can be self-perceived or clinically recognizable; second, the “asymptomatic infection” state in the incubation period.
Article 3 Asymptomatic infected persons are infectious and have a risk of transmission.
Article 4 Strengthen the monitoring and discovery of asymptomatic infected persons: one is the active detection during the medical observation of close contacts of COVID-19 cases; the second is the active detection in the investigation of cluster epidemic situation; the third is the COVID-19 Active detection of the exposed population during the tracking of the infection source of the case; Fourth, active detection of persons with history of residence in areas with continuous transmission of COVID-19 cases at home and abroad; Fifth, found during epidemiological investigation and opportunistic screening Relevant personnel.
Article 5 regulates the reporting of asymptomatic patients. Medical and health institutions at all levels and all types of asymptomatic infections should report directly to the Internet within 2 hours. The county-level disease control agency completes the case investigation within 24 hours after receiving the report of asymptomatic infection, and promptly registers close contacts, and reports the case questionnaire or investigation report through the infectious disease report information management system in a timely manner. After the asymptomatic infected person lifts the concentrated medical observation, the medical and health institution shall promptly fill in the date of the lifted medical observation in the infectious disease report information management system.
Article 6 Strengthen information disclosure. The State Council’s administrative department of health and health publishes the report, outcome and management of asymptomatic patients every day. Each province (region, city) publishes the situation of its administrative region, and the statistics of local transmission and overseas imports are reported separately.
Article 7: Strengthen the management of asymptomatic patients. People with asymptomatic infections should focus on medical observation for 14 days. Patients with clinical symptoms and signs related to COVID-19 were converted to confirmed cases during this period. Those who have concentrated medical observation for 14 days and have two consecutive negative nucleic acid tests (with a sampling time of at least 24 hours apart) can be released from concentrated medical observation. Those who still have positive nucleic acid tests and no clinical symptoms need to continue concentrated medical observation.
Article 8: Patients with asymptomatic infection who have clinical manifestations during concentrated medical observation should immediately be transferred to a designated medical institution for standardized treatment, and make corrections in a timely manner after diagnosis.
Article 9: For close contacts of asymptomatic patients, medical observation shall be concentrated for 14 days.
Article 10 Organize an expert team to conduct patrols to asymptomatic infected persons who are concentrated in medical observation, and discover possible confirmed cases in time.
Article 11: For asymptomatic infected persons who have been released from centralized medical observation, medical observation and follow-up shall continue for 14 days. After the release of the concentrated medical observation, the follow-up visits will be conducted at designated hospitals in the second and fourth weeks to keep abreast of their health status.
Article 12 Increase the screening efforts in a targeted manner, and expand the detection scope to the close contacts of the found cases and asymptomatic patients. Do a good job of intensive monitoring of key areas, key populations, and key sites. Once an asymptomatic infection is found, medical observation should be concentrated and isolated.
Article 13: Asymptomatic infected persons have the characteristics of concealed transmission, subjective symptoms, and limitations of discovery. The state supports scientific research on the infectivity, spread, and epidemiology of asymptomatic infected persons.
Article 14 Strengthen information communication, exchange and cooperation with the World Health Organization and other relevant countries and international organizations, and timely adjust the diagnosis and treatment plan and prevention and control plan.
Article 15 All localities should increase the publicity of the knowledge of the COVID-19 virus knowledge, guide the public in scientific protection, conduct extensive training, and improve the prevention and control capabilities and levels of primary-level medical and health personnel and community workers.
