Ministry of Transportation: Focusing on two major tasks to enhance international freight capacity
At the meeting, Li Tianbi, Director of Safety of the Ministry of Transport and Director of the Water Transport Bureau, said that due to the epidemic situation at home and abroad, there was an international mail backlog in international freight transportation, and some important production materials, medical materials, and consumer products experienced difficulties in international transportation. The Party Central Committee and the State Council attach great importance to enhancing the capacity of international freight transportation and ensuring the stability of the international logistics supply chain, focusing on the deployment of two aspects of work.
The first is to set up a special team to coordinate and coordinate international logistics. According to the deployment requirements of the Party Central Committee and the State Council, under the State Council ’s resumption of production and production mechanism, the Ministry of Transport, in conjunction with the Ministry of Foreign Affairs, the Ministry of Industry and Information Technology, and the Ministry of Commerce, set up special teams for international logistics work to comprehensively coordinate and solve problems in international logistics.
Secondly, take practical measures to comprehensively improve the international freight capacity. The Ministry of Transport and relevant departments will focus on increasing international air freight capacity, improving the transport security capabilities of China-Europe trains, and strengthening capacity allocation.
Next, the Ministry of Transport will also actively promote the introduction of relevant policies and strengthen implementation, strengthen the connection with the needs of key departments and key enterprises and transportation security, and promote the construction of the international logistics supply chain information system.
Completed 320 million international, Hong Kong, Macao and Taiwan mail shipments in the first quarter
At the meeting, Hou Yanbo, deputy director of the Market Supervision Department of the State Post Bureau, introduced that the transportation of China’s international mail and express mail is mainly by air, and most of them are transported through the abdominal cabin of the passenger aircraft. Affected by the overseas epidemic, international flights have been greatly reduced, and the ability to transport by cargo plane is very limited. Therefore, after the severe contraction of the passenger cabin, the transportation of international mail and express mail has brought unprecedented challenges.
In response to the above problems, the State Post Bureau and relevant departments actively responded, taking multiple measures, and doing their utmost to ensure the smooth flow of international delivery channels. From the statistics of the first quarter, the international, Hong Kong, Macao and Taiwan mail and express mails totaled 320 million pieces, a year-on-year increase of 9.5%, and the industry showed a trend of steadily growing and rebounding steadily.
Said that the next step of the State Post Bureau will continue to work with relevant departments to continue to ensure the smooth flow of international shipping channels from five aspects.
First, it is to continue to guide enterprises to make full use of the existing international air freight, China-Europe trains, maritime express ships and related transportation resources of land transportation in neighboring countries.
Second, it is to continue to support postal and courier companies such as Post, SF Express, and Yuantong, which have all-cargo planes, to expand capacity by opening new international routes and adding new cargo planes.
Thirdly, it is to organize enterprises to strengthen the supply of international shipping capacity through negotiation, passengers changing cargo, adding charter flights, point-to-point charter flights, seeking shipping and international rail transportation channels, and increasing overseas warehouses.
Fourth, continue to strengthen policy guarantees in terms of reducing the cost of international air cargo, opening up a green channel for international cargo, and ensuring supply and demand docking, rapid customs clearance of mail and express mail.
Fifth, continue to strengthen ties with relevant countries and regions, as well as international organizations and institutions such as the UPU, the Railway Cooperation Organization, the World Customs Organization, and promote the improvement of the construction of the international cargo system and mutual recognition of technical standards to improve mail and express mail Turnover efficiency to ensure the smooth flow of international economic delivery channels.
