China’s Sustainable Development City Ranking Released

The “Blue Book of Sustainable Development: China’s Sustainable Development Evaluation Report (2020)” (abbreviated as the Blue Book) released in Beijing on December 1 shows that China’s sustainable development has been steadily improving, and the effectiveness of governance and protection has gradually emerged. Among them, the sustainable development status of Beijing, Shanghai, Zhejiang, Jiangsu, Guangdong, Anhui, Hubei, Chongqing, Shandong and Henan ranks among the top ten in the country.
The blue book is jointly published by China International Economic Exchange Center, Columbia University, Ali Research Institute, and Social Science Literature Press. The Blue Book points out that promoting sustainable economic and social development is the theme of the current era, is the only way for my country to achieve high-quality development, and it is also an inevitable requirement for accelerating the formation of a new “dual cycle” development pattern.
The Blue Book briefly reviewed China’s tremendous achievements in sustainable development during the “13th Five-Year Plan” period, and combed and predicted the more complex and changeable internal and external environment that will be faced during the “14th Five-Year Plan” period. At the same time, he also pointed out that although China’s economic sustainable development has a long way to go, despite the unprecedented impact of the epidemic and various extremely unusual risks and challenges, the basic trend of China’s long-term economic improvement has not changed, and sustainable development still faces many opportunities. And advantages.
Based on the basic framework of China’s sustainable development evaluation index system, the Blue Book conducted a comprehensive and systematic data verification analysis on the sustainable development status of all provinces and 100 large and medium-sized cities across the country in 2019, and ranked them.
The Blue Book shows that from a provincial level, the eastern coastal provinces and municipalities rank relatively high in the country. The top ten are Beijing, Shanghai, Zhejiang, Jiangsu, Guangdong, Anhui, Hubei, Chongqing, Shandong, and Henan. Among them, Beijing, Shanghai, Zhejiang, Jiangsu, and Tianjin are superior in economic development, social and people’s livelihood, consumption and emissions, and environmental governance, while they are slightly inferior in terms of resources and environment. The comprehensive rankings of Heilongjiang, Jilin and Qinghai are low, indicating that their sustainable development level needs to be improved. Beijing, Shanghai and Zhejiang ranked in the top three.
From a city perspective, the cities in the capital Beijing, Zhuhai in the Pearl River Delta, Shenzhen, and some of the most economically developed areas along the eastern coast are still relatively high in sustainable development rankings. The top ten cities in the overall ranking are: Zhuhai, Beijing, Shenzhen, Hangzhou, Guangzhou, Qingdao, Wuxi, Nanjing, Shanghai and Xiamen, among which Zhuhai ranked first for three consecutive years.
The Blue Book believes that, given that the epidemic is still spreading globally, to advance the United Nations 2030 Agenda for Sustainable Development with high quality, China still needs to introduce a systematic response plan to dynamically maintain a quality balance under the interaction of the economy, society and the environment to promote China The economy has achieved strong, inclusive and sustainable growth.
For this reason, the Blue Book recommends: build a large domestic cycle based on domestic demand, promote the international cycle based on domestic large cycle, and accelerate the formation of a new development pattern in which domestic and international double cycles promote each other; and strengthen pollution under the guidance of the green concept and the “two mountains” theory Prevention and construction of ecological civilization to achieve sustainable economic, social and environmental development; with digital transformation as the core, through innovation-driven and technological leadership, to achieve the conversion of new and old kinetic energy, and promote the transformation, upgrading and high-quality development of advanced manufacturing and modern service industries ; Taking the supply-side structural reform as the main line, through the comprehensive economic system reform, breaking the system and mechanism obstacles, and activating the dormant development potential; taking the metropolitan area and urban agglomerations as the main axis, promoting the formation of a regional economic development strategy with complementary advantages and high-quality development Layout, stimulate the endogenous driving force of economic growth, and “build a new source of power for high-quality development across the country”; take epidemic prevention and control as an opportunity to improve major epidemic prevention and control systems and mechanisms, and pay close attention to shortcomings, loopholes, strengths and weaknesses, and accelerate promotion Reform of the medical and health system; use institutional opening as a starting point to promote wider, broader, and deeper opening to the outside world, promote the transition from commodity and factor flow opening to rules and other institutional openings, and improve economic and financial under open conditions Management ability and ability to prevent and control risks.
